Red Zones in Quebec: Concert Halls will be Closed

UPDATE: More information about the restrictions concerning artistic establishments will be announced during a press conference tomorrow (October 2nd).

Quebec Premier François Legault announced this evening new restrictions aimed at limiting the effects of a second wave of COVID-19.

As of Thursday, three regions (Greater Montreal, Capitale-Nationale, with the exception of Portneuf and Charlevoix, as well as Chaudière-Appalaches) will enter the “red” zone. Bars, casinos and restaurants will be closed. However, they will be able to offer delivery service. Cinemas, museums, libraries and reception halls will also be closed. Theatres are permitted to offer live-streamed performances before an empty hall. Assistance will be offered to owners of all affected establishments.

Businesses such as hair salons and hotels will remain open.

In addition, indoor gatherings will be reserved exclusively for people living at the same address. It will be possible to receive one person who does not live at the same address for exceptional situations or services, such as a caretakers. Outdoor gatherings at less than two meters will be prohibited and all events, including demonstrations, will require the mandatory wearing of a mask.

After being criticised during the press conference for what seemed like inconsistent decisions regarding the new restrictions, Premier Legault responded that “the criteria that’s being used is prolonged contact for 10 minutes or more, so in a store, there is little chance you can be in close proximity to someone for 10 minutes or more. While in a theatre, even if we’re wearing masks, there is still a risk after an hour or two, and it’s the same for restaurants and bars.”

The Montreal Symphony Orchestra and the Orchestre Métropolitain have announced that they will be performing their scheduled concerts in October before an empty hall but streaming them online.
